You can easily launch an application whose shortcut is available on your Windows Desktop. If you had selected a filename, it will be available as an argument in the launch dialog. If you do not want that file, you can clear that arguments edit box.
Also, if you place a checkmark on the At Folder checkbox, then the application would get launched in the current folder shown in Git Winch
